PHILADELPHIA DIESEL DIFFERENCE WORKING GROUP - WHO ARE WE?

History

The Philadelphia Diesel Difference Working Group was developed as the result of a Conference organized by Philadelphia's Air Management Services and the U.S. Environmental Protection Agency on May 30, 2003 at the Pennsylvania Convention Center. The first Working Group meeting was held July 1, 2003. The Working Group accepted a set of Rules on "Organizational Structure and Decision Making Authority" to formally govern itself at the January 21, 2004 meeting.

Background

"The 'Philadelphia Diesel Difference' is a coalition of diverse stakeholders whose primary purpose is to reduce the air pollutants associated with diesel-powered engines in the greater Philadelphia area. The coalition encourages the voluntary implementation of clean diesel technologies and the use of innovative strategies, including market-based approaches. The Philadelphia Diesel Difference's activities are coordinated by the Philadelphia Diesel Difference Working Group, referred to below as the "Working Group." (Part I of the Rules on "Organizational Structure and Decision Making Authority)

"The Working Group as a whole has the sole authority to approve any changes to: 1) criteria for accepting participants, 2) organizational structure, and 3) decision making procedures. The representative of the Philadelphia Department of Public Health, Air Management Services (AMS) will chair the Working Group for the next two years. After that time, the Executive Committee will elect a new Chair for a two-year term (the Committee may re-elect its previous chair.). The Chair calls and presides over Working Group meetings. Decisions are made by majority vote with the Chair making a final decision in the event of a tie." (Part III of the Rules on "Organizational Structure and Decision Making Authority)
