CLOSED GRANT OPPORTUNITIES

The following lists all the known grant opportunities that PDD stakeholders applied for in the past and whether they were awarded funding. The PDD region has been successful in securing financial support for activities that reduce diesel emissions. Many of these grants will be offered again in the future and it may be useful for potential applicants to contact previously successful applicants for advice.

U.S. EPA American Recovery and Reinvestment Act Funding for the Clean Diesel Emerging Technologies Program

U.S. EPA has approximately $20 million in funding for projects involving emerging technologies that can be commenced quickly, reduce diesel emissions, maximize job preservation and/or creation and promote economic recovery. An emerging technology is a device or system that reduces diesel emission and has not been certified or verified by U.S. EPA or the California Air Resources Board. U.S. EPA American Recovery and Reinvestment Act Funding for the National Clean Diesel Funding Assistance Program

U.S. EPA has approximately $156 million in funding available for diesel emission reduction projects that can be commenced quickly, maximize job preservation and/or creation and promote economic recovery. U.S. EPA Region 3 will fund between $1 million and $7 million for projects in its region, which includes Pennsylvania. Region 3 anticipates funding between 5 and 10 assistance agreements. MARAMA/MDC Regional Proposal for the Upcoming U.S. EPA Economic Stimulus Clean Diesel Funding

MARAMA/MDC is requesting local clean diesel projects to be considered for inclusion in its regional proposal for the upcoming U.S. EPA Economic Stimulus Clean Diesel funding, to be announced March 17, 2009. MARAMA/MDC expects its proposal budget to be between $3 million and $5 million and to include 6 to 10 projects. THIS FUNDING OPPORTUNITY CLOSED March 24, 2009. For more information, jump HERE.

U.S. DOE National Energy Technology Laboratory Clean Cities FY09 Petroleum Reduction Technologies Projects for the Transportation Sector
U.S. DOE is seeking applications for projects that lead to petroleum reduction. Funding will be offered in three areas of interest: 1) Refueling Infrastructure for Alternative Fuels (up to $2.6 million available), 2) Incremental Costs of Dedicated Alternative Fuel Vehicles (up to $1.6 million available) and 3) Education and Outreach Workshops for Petroleum Reduction Fuels and Technologies (up to $1.8 million available). While almost any type of entity can apply, it is strongly encouraged that Clean Cities coordinators be a part of the project team. A 50% cost share is required for Refueling Infrastructure and Alternative Fuel Vehicle Incremental Cost projects. Jump HERE to download the full announcement. A new section has been added to this RFP due to the federal economic stimulus package. In addition to the above categories there is a 4th category for Alternative Fuel Vehicles, including related infrastructure, and Advanced Techology Vehicles. U.S. EPA Community Action for a Renewed Environment (CARE) Program 2009
U.S. EPA announces the availability of funds through the CARE Program. CARE is a unique community-based, community-driven, multimedia demonstration program designed to help communities understand and reduce risks due to toxics and environmental pollutants from all sources. U.S. EPA anticipates awarding 5 to 10 Level I cooperative agreements ranging in value from $75,000 to $100,000 and 6 to 8 Level II cooperative agreements ranging in value from $150,000 to $300,000. U.S. EPA Clean Diesel Emerging Technologies Program
U.S. EPA is offering approximately $3 million in funding assistance to develop and commercialize emerging technologies, or technologies that have not yet been verified by U.S. EPA or CARB. Only technologies for which there have been an application and test plan submitted for verification by U.S. EPA are eligible for funding under this Program. The list of eligible emerging technologies is HERE. U.S. EPA anticipates awarding 2-5 cooperative grants, ranging from $200,000 - $1 million, under this RFP. Instructions can be found HERE. PADEP Alternative Fuels Incentive Grant (AFIG) Program 2008
PADEP is offering grant funding for clean, alternative fuel projects in Pennsylvania, and investment in Pennsylvania's energy sector. Funding can cover the cost of retrofitting vehicles to operate on alternative fuels, the incremental cost of the purchase of an alternative fuel fleet vehicle, the cost of installing refueling equipment and the incremental cost of purchasing biofuels, among others. U.S. EPA National Clean Diesel Funding Assistance Program 2008
U.S. EPA Region 3 has approximately $3.1 million available to make 5-10 awards ranging from $200,000 to $1,000,000 for diesel emissions reduction project in Delware, District of Columbia, Maryland, Pennsylvania, Virginia and West Virginia. US. EPA Region 3 - Mid-Atlantic Diesel Collaborative - Port Sector Demonstration Project RFP FY 2007
U.S. EPA Region 3 is accepting proposals to fund marine port demonstration projects in DC, Delaware, Maryland, Pennsylvania, Virginia and West Virginia. Projects can include the use of emission reducing control technologies and strategies. Such projects should demonstrate the effectiveness of on-road verified control technologies in innovative off-road applications at marine ports and terminals. Total estimated funding is $750,000. Mid-Atlantic Regional Small Business Anti-Idling Initiative
MARAMA is administering this grant, which provides funding to independent truckers and small trucking companies to purchase Auxiliary Power Units (APUs) for their trucks to reduce idling. Only small businesses (those with less than 50 trucks) are eligible to apply. A maximum of $3,000 will be awarded to any one applicant and a total of $24,000 is expected to be available for Pennsylvania. Visit the PROJECT'S WEBSITE for more information. U.S. EPA National Clean Diesel Demonstration Assistance - Clean Diesel Off-Road Port Equipment Grant Program
Clean Air Council has approximately $89,500 to reimburse Philadelphia Port facilities that retrofit their off-road Port-related equipment with clean diesel technologies and/or fuel their equipment with ULSD. U.S. EPA awarded this funding to the Council through its "National Clean Diesel Campaign Demonstration Assistance Agreements" program. The Council is currently looking for Port facilities that are eligible for this funding. THIS FUNDING OPPORTUNITY IS CLOSED. THIS PROGRAM PAID FOR THE COST OF RETROFITTING 64 YARD JOCKEYS AND 13 TOP PICKS AT PACKER AVENUE MARINE TERMINAL AND 3 YARD JOCKEYS AND 3 TOP PICKS AT TIOGA MARINE TERMINAL WITH DOCS.

US. EPA Region 3 - Clean School Bus USA RFP FY 2007
U.S. EPA Region 3 has approximately $680,000 to provide in funding assistance for projects that will reduce diesel emissions from school buses. Eligible projects include the use of diesel retrofit technologies, idling reduction technologies, clean burning fuels, repowers or diesel engine upgrades, and bus replacement. Download the RFP HERE. THIS FUNDING OPPORTUNITY CLOSED JUNE 26, 2007. THE SCHOOL DISTRICT OF PHILADELPHIA HAS BEEN RECOMMENDED FOR FUNDING BY EPA. THE GRANT WILL PROVIDE $293,000 FOR DOCS AND CLOSED CRANKCASE VENTILATION TECHNOLOGIES.

PA DEP Alternative Fuels Incentive Grant (AFIG) Program
PADEP is currently accepting applications for AFIG funding to cover the incremental cost of purchasing biodiesel or E85 ethanol fuel.  Applicants requesting funding to purchase biodiesel or E85 may request funding to install refueling equipment. U.S. EPA, Region 3 Mid-Atlantic Diesel Collaborative RFP FY 2006
U.S. EPA Region 3 is accepting proposals to fund projects within DC, Delaware, Maryland, Pennsylvania, Virginia and West Virginia that will demonstrate efforts to encourage partnership projects on a regional basis and demonstrate effective emission control technologies and strategies, methods or approaches to reducing diesel emissions in support of the Mid-Atlantic Diesel Collaborative. Proposals must fall under at least one or more of the following categories: Freight/Trucking, Marine Vessels and Ports, Construction and Urban Diesel. Clean Air Council RFP - Strategies To Reduce Diesel Emissions From Philadelphia Port Terminals
The Council requests proposals to provide consulting and contractual services for its demonstration project involving the use of existing diesel emission reduction technologies on diesel-powered port equipment. U.S. DOE Clean Cities Transportation Sector Petroleum Reduction Technologies Commercial Deployment
U.S. DOE's National Energy Technology Laboratory has $3.1 million available to fund projects in three areas: 1) Refueling Infrastructure for E85 and Other Alternative Fuels, 2) Incremental Cost of Alternative Fuel Vehicles, and 3) Idle Reduction Education and Awareness for School Districts. 2006 PA Energy Harvest Grant
PA DEP is seeking applications for innovative energy deployment projects that address air quality protection or improvement. Proposals must simultaneously reduce or supplement the use of conventional energy sources and lead to improvements in air quality. Projects that are primarily education, outreach, feasibility, assessment, planning or research and development will not be considered. This year's Energy Harvest grants will fund projects that promote and build markets for advanced or renewable energy technologies. Eligible proposals include renewable energy deployment, biomass energy projects, among others. There are no maximum or minimum amounts that may be requested, though available funds are limited. PA DEP PA Energy Development Authority Financial Assistance
PA DEP's Energy Development Authority is offering grant funding for clean, alternative energy projects in Pennsyvlania. Specifically, PA DEP is interested in alternative energy deployment projects and projects involving expansion or purchase of alternative energy manufacturing, production or research facilities. All proposed projects must include a research component. Funding can only be used for capital costs. More information, including the application, can be found HERE. 2005 Fall PA DEP Alternative Fuels Incentive Grant Program
The Alternative Fuels Incentive Grant (AFIG) Program provides financial assistance and information on alternative fuels, alternative fuel vehicles, hybrid vehicles, anti-idling technologies that use alternatives to diesel fuel for heavy duty trucks, and advanced vehicle technology research, development, and demonstration. More than $3.4 million is made available to fund this Program each year. Generally, the Program offers opportunities to apply twice a year. More information can be found HERE. PDD, PHILADELPHIA CLEAN CITIES, PECO ENERGY, SHUREPOWER AND THE WALT WHITMAN TRUCK STOP PARTNERED TOGETHER TO SUBMIT A PROPOSAL FOR A TRUCK STOP ELECTRIFICATION DEMONSTRATION PROJECT. 2005 PA DEP Energy Harvest Grant
$5 million in funding is available from Pennsylvania to fund projects that promote and build markets for advanced or renweable energy technologies. Harvest Grants are to be used for innovative energy deployment projects that also address either air quality protection or improvement or watershed protection or improvement. 2005 U.S. EPA Clean School Bus USA Assistance Agreement
$7.5 million in funding is available for school districts for retrofit and/or replacement projects that reduce pollution from school buses through the use of EPA verified or certified and/or California Air Resources Board verified pollution reduction technologies. Individual awards can be up to $725,000, with the anticipated average award being valued at $200,000 to $300,000. Approximately 20-30 awards will be made. School districts are NOT required to own their own school bus fleet to be eligible. The RFA is available HERE (.pdf). There has been one AMENDMENT (.pdf) to the RFA. U.S. EPA National Clean Diesel Campaign Demonstration Assistance Agreement
Funding is available for proposals that demonstrate the applicability and feasibility of implementating EPA- or CARB-verified pollution reduction retrofit technologies (including repowers, replacements and cleaner fuels) in nonroad vehicles and equipment, such as those used in construction- or port-related activities. U.S. EPA expects to award a total of $800,000 for 8-12 cooperative agreements. A maximum of $200,000 will be awarded to any one project. The RFA is available HERE (.pdf) for download. U.S. EPA Community Action For A Renewed Environment (CARE) Program
This solicitation provides funding for community-based, community driven, multimedia demonstration programs designed to help communities understand and reduce risks due to toxics from all sources. A total of $1.65 million is available for six Level 1 projects (awards range from $60,000 to $90,000) and four Level II projects (awards range from $150,000 to $325,000). U.S. Department of Energy State Energy Program Special Projects 2005 Clean Cities
U.S. DOE has set aside $4 million for projects in partnership with Clean Cities Coalitions in several categories, including Idle Reduction Technologies (43 KB - .doc) and Heavy Duty Hybrid Electric Vehicles (38 KB - .doc). The Master Solicitation for State Energy Program Special Projects applications is available HERE (327 KB - .doc). Sunoco Settlement Money For Air Quality Improvement Projects In Southwest Philadelphia
The City of Philadelphia, Sunoco, and the Community/Labor Refinery Tracking Committee (administered by Clean Water Action) have $200,000 left from an enforcement action to be spent on Southwest Philadelphia community projects that improve local air quality. Voluntary Diesel Retrofit Program Technology Demonstration Assistance Agreements for Stationary Source Diesel Engines
U.S. EPA is offering $150,000 to $200,000 to provide funding for 2-4 partnership projects that investigate and demonstrate how to overcome structural, organizational, or technical challenges in applying EPA verified pollution control technologies in reducing emissions from STATIONARY SOURCE diesel-powered internal combustion engines. The agency makes it clear in its instructions that projects must focus on "prime service" stationary source diesel engines (e.g., engines used in industrial plant applications or construction projects). Biodiesel Grant Program
National Clean Cities Inc. has $200,000 in funding available for the promotion of biodiesel fuel. Specifically, funds will be used to assist in the terminal distribution of the fuel, to explore new technology demonstrations involving biodiesel and to provide biodiesel education. No single grant award will exceed $100,000. Projects must be submitted jointly with Greater Philadelphia Clean Cities Program and a Qualified State Soybean Board. Clean Buses for Kids Program (Toyota Settlement)
Toyota Motor Corporation has announced plans to provide financial assistance to school districts interested in retrofitting diesel engine school buses using DPFs and purchasing ULSD. Called the Clean Buses for Kids Program, this opportunity offers a total of $20 million nationwide. It will pay up to $7,500 for each vehicle retrofitted with a DPF and up to $350 to cover the incremental cost of that bus operating on ULSD. Only school districts who own and operate their own school buses can apply. Buses must be model year 1994 or newer and must be Type C or Type D. Successful school districts are required to implement an anti-idling policy in order to receive the money. Download Clean Buses for Kids Program Description (.pdf - 159 KB) for more information. PDD, AND OTHER REPRESENTATIVES OF THE CLEAN YELLOW BUS ASSOCIATION OF SOUTHEASTERN PA (CYBA), CONTACTED ALMOST ALL OF THE ELIGIBLE PUBLIC SCHOOL DISTRICTS IN THE REGION TO APPLY. CYBA BELIEVES AT LEAST 16 OF THEM DID APPLY. THE CLEAN BUSES FOR KIDS PROGRAM RECENTLY ANNOUNCED THAT THREE AREA SCHOOL DISTRICTS WERE INVITED TO SUBMIT A FULL APPLICATION FOR FUNDING. THESE ARE UNIONVILLE-CHADDS FORD, GARNET VALLEY AND UPPER MORELAND. SINCE THIS STAGE IS NONCOMPETITIVE, ALL THREE ARE EXPECTED TO RECEIVE FUNDING SO LONG AS THEY CAN FULFILL PROJECT REQUIREMENTS. PA DEP Alternative Fuels Incentive Grant
PA DEP is now accepting applications from Commonwealth residents, businesses and entities for projects that promote alternative fuels, including compressed natural gas (CNG), liquefied natural gas (LNG), liquid propane gas (LPG), ethanol (E85), methanol (M85), hydrogen, hythane, electricity, coal-derived liquid fuels, and fuels derived from biological materials. Project awards will cover up to 20% of eligible costs. Eligible costs include the incremental cost of purchasing an AFV or hybrid electric, the cost of purchasing and installing an alternative refueling station, the cost of repowering or converting an existing vehicle so that it can run on an alternative fuel, or the cost of developing new AFV technologies. U.S. EPA Innovations
U.S. EPA invites states, local air pollution control organizations, and tribal representatives to compete for two $25,000 grants that will be awarded to the most innovative initiative or measure for improving air quality. The grant would be used to help fund the actual initiative or measure, or to fund a pilot program to demonstrate the effectiveness of the proposed initiative. U.S. EPA Diesel Retrofits
U.S. EPA requests grant applications to assist in implementing projects that demonstrate the innovative usage of EPA verified pollution control equipment in reducing emissions from diesel fleets, including nonroad fleets, that affect sensitive populations – such as children, the elderly, and the chronically ill – who are more susceptible to the effects of diesel exhaust. U.S. EPA Stationary Truck Idle Reduction
U.S. EPA is requesting proposals for projects that use stationary truck idle reduction technologies along major interstates of the National Highway System. PDD/U.S. EPA Region III Air Toxics Mitigation
